I wasted 20 minutes because the recycling app wouldn't scan my bin.

Yesterday, I tried to use the new city app to schedule a pickup for my overflowing recycling bin. The scan feature kept failing, and there was no manual option, so I had to call customer service. What's a better way to handle this in the app?

Can't believe apps don't learn from the_tyler's example.

Classic city app logic there, make the one thing you need to do impossible. Like @the_tyler said, a photo upload or a box to type the number seems so obvious. They spend a million dollars on an app that can't handle a scratched barcode or bad lighting. Next they'll want a retina scan just to report a pothole.

Did you hear about that pilot program where they let you upload a photo instead of scanning? I read it reduced scan failures a lot because the system could read the bin number from the picture even if the code was damaged. They also added a simple option to type in your bin number manually, which should be standard. It seems like apps without these backups just create more hassle for everyone.
