Oh man, that checks out. I once got told my headlights were blinding someone in a parking lot in broad daylight. They were just the regular old dim halogens, so I guess my car's only crime was being really, really dirty. Felt like getting called out for having a flashlight on when the sun's up.

Relate to that, @susanr15. My own car's so dirty the headlights just look like two sad, yellow eyes squinting through the grime. Probably makes people think I'm running high beams when I'm just too lazy for a car wash.

Try the gas station squeegee on your headlights, works way better than you'd think.
