Subcontractor showed up with the wrong rebar size for the 3rd time this month

Working on a parking garage expansion in Columbus. I've got the specs in writing, sent them in the kickoff email, and walked through it on site. Still got #5 bars when the plans clearly call for #6 on the retaining wall. How do you guys handle subs who just don't read the submittals?

Has anyone checked if the sub is actually working off the latest set of drawings? Sometimes subs get old plan sets from a third party or their own files and never double check the revision dates on the cover sheet. Caught one once using RFCs from two months ago and the retaining wall specs had changed between revisions. Might be worth printing out the current revision stamp and putting it right on the delivery ticket so they have to see it lol.
