Project super's comment about safety culture really stuck with me

Had a chat with my site super, Dave from the Johnson & Sons job in Phoenix, and he said something about how safety meetings are just 'checking boxes' most days. He told me the real culture shift happened when they started letting crews call stoppages without needing a foreman's approval first. Made me think about how we handle near-miss reporting on my current project in Austin. Any of you guys use a similar system or find it actually makes a difference?

On project 7 near Flagstaff they tried that crew-led stoppage thing and it turned into guys stopping work over a loose bolt every 15 minutes lol. I think you gotta have some kind of middle ground or you just waste half the day.
