Why does everyone in my crew think you can just hose down a slab right after the broom finish?

I watched a guy on a residential job in Charlotte last week absolutely wash away the top layer of fines because he started spraying less than 30 minutes after we finished, and now the homeowner is complaining about a dusty, weak surface.

Remember my buddy's patio that looked like sand? Same thing happened, they hosed it way too early.

Classic rookie move with the hose. It's like they think concrete cures in five minutes. Now they've got a permanent beach instead of a patio.
