Saw a new park sign in my town that's really hard to read

They put up a new welcome sign at Riverside Park last week. The background is a dark forest green and the text is a medium gray. I was about 20 feet away and honestly couldn't make out the park rules at all. My friend with me said the same thing. It's a real shame because the old sign was black text on a beige background and was fine. Has anyone else run into public signs with bad contrast like this? What's the best way to give feedback to the town about it?

I saw a sign for a yard sale last week with phone numbers you could read from two blocks away. Some people use huge block letters on poster board. But most bumper stickers or decals have tiny print. You need to be stopped right behind them to make out a website or slogan. It’s a basic design fail if the point is to be seen by moving traffic.
