The vendor's RGB proof vs my CMYK reality, $600 of banners later

Last month I ordered 40 table banners for a church fundraiser in Columbus, and the online proof showed this beautiful deep teal. I approved it without thinking, because the screen looked perfect. The vendor never once mentioned converting to CMYK before the print run, and I didn't think to ask. When the boxes arrived, every single banner was this dull, muddy greenish gray, like someone washed the color out with bleach. The teal I picked had this bright, clean pop to it on the monitor, but the Pantone-ish conversion just crushed the saturation completely. I spent three hours on the phone with their support, and they kept saying the proof was "representative," which wasn't worth the cardboard the banners came in. Has anyone else had a printer who refuses to send a hard copy proof before a big order, or is that just standard now?

$600 and they couldn't print one single test banner to mail you? That's wild, they just burned your money on a gamble.
