My "green" apartment complex recycles with the regular trash

Last month I watched the janitor at my building in Chicago dump the blue bins straight into the compactor truck with the garbage, and when I asked him about it, he shrugged and said it's been going to the landfill for 2 years. How do we actually pressure property managers to follow recycling laws when there's zero enforcement? Anyone else caught their landlord just pretending to recycle?

Ugh, that's so bleak. I once caught my old landlord using the recycling bin as a personal trash can for his fast food wrappers, so I guess we're both living the green dream, just a very sad version of it. How do we even get these folks to care when they clearly just see the bins as fancy garbage cans?
