My city's new bike lane project in Austin just got delayed by two years.

My buddy in Portland waited three years for their promised solar bus shelters. They finally put up regular ones instead.

Budget reviews are a real thing, not just an excuse. Projects get delayed everywhere, it's normal. Calling it a stall on climate goals seems like a stretch. A two year delay on a single bike lane isn't going to change the planet's temperature. Maybe they found a better way to spend the money first.
