Carbon footprint" is more about using the tools than making them.

Actually, that's a pretty big oversimplification. The making of things, what they call embodied carbon, is a huge part of the problem. Think about a car. All the energy and pollution from mining the metals, building the parts, and shipping them around the world counts long before anyone drives it. So if you only look at the gas it uses, you're missing most of the picture. Why would we ignore all that upstream impact? The footprint has to include the whole life of the product, from the factory to the landfill.
