Debate: Is it worth buying expensive spices or are the cheap ones fine?

I bought a pack of cheap cinnamon at the dollar store last week for $1.50 and my chili came out tasting like dusty cardboard. But then my neighbor swears by her $8 jar of fancy smoked paprika and says cheap stuff ruined her stew. I'm torn because my budget says go cheap but my tongue says otherwise. What do you all think? Do you splurge on certain spices or just grab whatever's on sale?
