Pipe fitter vs boilermaker on the same crew, who's right about layout?

Last Tuesday in Tulsa I heard two guys going at it over shop drawings. One said boilermakers should own all layout work, the other argued pipe fitters do it faster with fewer callbacks. I've been in the trade 6 years and I've seen both screw up the same tank nozzle alignment. Some crews split the work, some fight over it. My take is whoever reads the tape best should run it, not the job title. You guys have a hard rule on this or is it just whoever yells loudest in the morning meeting?
