The emergency exit door that swings inward at the gas station

I used to think any door with a big red handle was fine, but last Tuesday at a Shell station in Tulsa I watched three people slam into it trying to get out during a fire alarm. The door was labeled PUSH from outside but pulled inward, so everyone was trapped for a solid 20 seconds while the alarm blared. Is there any reason code inspectors let this pass, or is it just pure laziness?
