Stair tread vs. handrail placement, which mistake bugs you more?

I was inspecting a rental property in Boise last month and found a set of stairs where the treads were uneven, but the handrail was perfectly smooth, and I couldn't decide which was the worse design sin. Uneven steps can trip you up, but a handrail that's at the wrong height makes you feel like you're reaching for nothing. Which one would you call out first if you saw both in the same building?
