My county clerk website vs the DMV app, night and day difference

I had to renew my car tags in Franklin County last week and their website took me 20 minutes with three confusing steps. Yesterday I used the state DMV app for my license and it was done in 5 minutes flat, no headache. Why can one government office build something that works while the other feels like it was designed in 1998? Has anyone else found a county site that's just as bad but somehow still worse?

Three years ago I thought all government sites were equally terrible, but then my county's property tax portal took 45 minutes and proved me totally wrong.
