That excavation permit delay in New Mexico cost me 6 weeks

Ran into a serious snag on a dig site near Santa Fe last spring. I applied for the state permit back in March, thought it would take the usual 2 weeks. Turns out the paperwork got flagged because the land parcel had a disputed boundary line from a 1920s homestead claim. It took 6 weeks of back and forth with the county clerk's office and the BLM to sort it out, and by then our field season window was almost gone. I lost half my crew to other projects and had to rush the actual survey work in a matter of days. Has anyone else had permit issues totally derail their timeline like this? I'm wondering if there's a faster way to check land history before applying next time.
