My frozen fries came out soggy twice, is the preheat really necessary?

I tried cooking frozen fries straight from the bag last Tuesday without preheating my air fryer. They came out pale and limp after 15 minutes at 380 degrees. So I tried again on Thursday with a 5 minute preheat and they were crispy in just 12 minutes. But my friend swears she never preheats and hers turn out perfect every time. I wonder if it depends on the brand or how full the basket is. Has anyone else tested this side by side, or am I missing something obvious here?
