The $2,000 retainer that paid $0 in new business, am I missing something?

I signed a client retainer with a local agency in Austin for 6 months at $2,000 a month. They promised better lead flow and said my website was the problem. After 6 months, we got maybe 3 calls, all of them wrong fits. I asked for a breakdown of what they actually did, and they just sent a list of random tasks. I get that marketing takes time, but this felt like paying for busywork with zero outcome. Has anyone else had a similar retainer that produced nothing, or did I just pick a bad partner?
